You can buy a Wii points card at a gamestore, or buy them on the shop channel with a credit card.

No, not yet at least. Some places offer to give you free Wii points, but probably just a scam.

Wii-Points are used to download either hardware (EG: Internet) for the Wii or download old Nes/Snes/Turbo Grafx/N64 games to play on your wii!
